On Cayman now the Prime Minister (sort of like a president) is called The Leader of Government Business. In several months after a constitutional change, that person may be called "Premier" meaning the first of the elected ministers.
I met the Leader of Government Business, Kurt Tibbetts, in the Brac where he spoke as the head of government (the head of state is the Queen who designates, His Excellency, the Governor, at present as a stand-in.) After the constitutional changes proposed are enacted, I think the head of state becomes the Premier, but I am not yet certain...I should be. In short the Governor becomes more advisory--a stage just short of full national sovereignty which would entail UN membership, membership in various treaties, etc. Most of that is now covered by virtue of the fact we are an overseas territory (an OT) of the UK. Other OTs include Turks and Caicos, the Falklands, Bermuda, etc. Hong Kong was once one as was Singapore. Britain has a long tradition of birthing nations from one perspective, or colonizing and controlling from another.
I have met the Governor now twice.
Walking to the bank today, the Leader of Government Business, our Prime Minister, beeped and waved to me along Elgin Road near my offices. Kinda neat.
